Bishop Lucia has been advocating for Pope Francis to reject the Doctrine of Discovery. Several popes, beginning in the 15th century have advocated using the doctrine to justify claiming land. The Doctrine of Discovery refers to a principle in public international law under which, when a nation “discovers” land, it directly acquires rights on that land. Most Rev. Douglas Lucia is the 11th bishop of the Diocese of Syracuse appointed by Pope Francis on June 4, 2019. Bishop Lucia grew up in Altona, N.Y. He received a Bachelor of Arts from Wadhams Hall Seminary College and a Masters in Divinity from Christ the King Seminary in East Aurora N.Y. He was ordained to the Priesthood in Ogdensburg on May 20, 1989. Bishop Lucia held several ministerial positions in the Diocese of Ogdensburg, including advanced studies in canon law at the Angelicum in Rome.
